Bilbao is a small city, but traffic is quite dense and at certain times and on certain days it can be difficult or very difficult to park.
Parking in a paid car park is a good idea if you are heading to the city centre, don't want to waste time looking for street parking and prefer your vehicle to be under surveillance.
In the centre of Bilbao the OTA (Traffic and Parking Ordinance) applies and parking is not free. You have to pay a variable fee depending on the number of hours you are going to leave your vehicle and where you are.
There are two areas (intensive -in the most central part of Bilbao- and residential) and three parking zones: blue zone, green zone and green-L zone.

All Bilbao OTA zones have a machine at street level where you can pay the corresponding fee. You can also pay using three apps: BilbaoPark (the municipal app), ElParking and EasyPark.
There are park-and-ride car parks in the neighbourhoods furthest from the centre of Bilbao and neighbouring municipalities. If you leave your vehicle in one of them, you will have to use public transport to get to the centre of Bilbao.

European regulations oblige municipalities with more than 50,000 inhabitants, as is the case of Bilbao, to define a Low Emission Zone (LEZ). The aim is to reduce pollution and greenhouse gases, improve noise quality and promote the use of sustainable means of transport in the city.
Bilbao's LEZ is an area of 2 km2 covering the most central districts, Abando and Indautxu, which vehicles considered to be polluting are not allowed to enter during a specific timetable.
There is a classification of vehicles according to their environmental category and they are distinguished with the following stickers:
Vehicles with 0 emissions, ECO and C stickers can freely access the LEZ. Vehicles with a B sticker (considered polluting) may enter the LEZ until 15 June 2025, after which they will be banned from Monday to Friday between 7.00 and 20.00 hours.
Vehicles classified as historic and those with a DES-M (persons with reduced mobility) badge or carrying a PMR (parking for persons with reduced mobility) card holder are excluded from these regulations.
Vehicles with foreign number plates must notify timely access to the LEZ through the means provided for this purpose by the Bilbao City Council.
